JOG System Engineering can help an enterprise improve its resource base as described in the owner’s four current books on the systems engineering process:

A set of written practices is important but should come after the enterprise has established a clearly defined process in terms of a process model that will be employed on all programs telling what work must be accomplished, in what order, and by whom. It is then possible for each functional department to collect a comprehensive list of services they will be required to provide on programs and base their department practices on that list.

It is important to recognize that the services provided by members of each functional department assigned to a program will require good management as well and cross-functional intervention by a competent systems engineering activity.

Given a clear work set for each functional department it is necessary to evaluate available tools and determine if upgrades or replacements are in order. Also we must evaluate current capabilities of the work force relative to the common process work definition. From this assessment will come a possible need for training.
